A primary concern for cloud customers, acting as data controllers, is the intricate task of overseeing the data processing activities conducted by cloud providers. Ensuring the lawful and ethical handling of data by the provider poses a considerable challenge. Despite the provider’s involvement in data processing, the responsibility for compliance with data protection laws rests with the customer. Non-compliance may result in severe consequences, including administrative, civil, and criminal penalties, which vary across jurisdictions.

For instance, failure to comply with the General Data Protection Regulation (GDPR) in the European Union can lead to substantial fines. The complexity amplifies with multiple data transfers, such as those within federated clouds, complicating the tracking of data management practices.
